Antique Victorian Black Cotton and Flannel Petticoat Skirt

I am estimating this to be from the civil war era- it was my aunt's ( died at age 89) grandmothers so it may even be older

beautiful sheen to cotton

flannel lined to top of ruffle

19" waist- when totally flat- can go as small as 11" flat when ties are pulled

30" hip

42" length

~68" flat hem

noted-you can see where it was patched with brown patch-also like listing of petticoat slip this also appears to have been taken up and then let down
