Read all of this very carefully, OK?
Don't be fooled by the stated size. This top has a very unique fit, so please check ALL of the measurements, as I am including a neck measurement as well as a bicep measurement. The sleeves on this top are very narrow and very tapered.

First of all it's hard to tell which is the front and which is the back. Is it a top with a zipper in the back? or is it a jacket? I'm showing it with the zipper in front on the model but both ways on the mannequin. The zipper is a metal zipper and it opens all the way up (or down). 3/4 sleeves are very tapered, the neck is high and has many hooks for closure. The sleeves have snaps at the wrist openings, and are puffy at shoulders, underneath which you will find huge shoulder pads! The body and the neck are lined in satin, the sleeves are not lined. It has a curvy silhouette.

CONDITION: Just some small irregularities in the pile of the velvet, which go away depending on the angle at which you look.

shoulders seem big because of BIG shoulder pads: 16"
bust 37"
waist 31"
sleeves 22 1/2"
length 23"
neck 13 1/2" around (which is small)
bicep 12" around, so if you pump iron, the sleeves may be too narrow for you!
