Vintage 1980s ( the bag is marked "Peking, China" which by the 1980s had virtually been phased out as a marking in favor of "Beijing" - this bag could be older and was probably purchased new somewhere outside of the US or China)
The design is the same on both sides 
Black with multicolored Victorian style floral pattern
Metal frame and chain are silver-tone steel , chain is not long enough to be used as a shoulder bag, IMHO
Clasp works snugly
Lined in black fabric
Perfect little black dress, a night at the theatre, boho chic
Sweet circle bag, embroidered in petit-point tiny stitching
Appx. 5. 5" in diameter, and 1 inch deep on the bottom
