Sheer Pleated Dress Burgundy Gold Trim No Size

there are two labels on this dress. Pat Richards is the designer and Jack Slote was a boutique in Las Vegas. there is no size so I labeled it based on measurements, please consider those measurements before purchasing. The elastic on the cuffs is stretched out. i’m not sure if the waistband area was supposed to have stretch but it doesn’t. I think if it’s fitted enough, it isn’t necessary. Upper portion is sheer with under layer. Sleeves are super wide and flowey. Skirt has lovely micro pleats. I have looked it over carefully and I do not see any stains or tears.
