Wonderful and unique find!. This beautiful ceramic figure has lovely details and looks to be hand painted. He stays 10 inches tall, though he is slouching a bit. I am guessing he is from the 1920s or earlier. He has some condition issues, including a chipped nose and a crack on the back of his neck. Even with these flaws he is very special and honestly they just add to his charm.

I have scoured the internet and not found anything quite like him. Especially that stands so well without a base attached. The closest was a Heubach clown...
