This plaid dress has a big sailor collar, with a matching hem. Button cuffs. Buttons down the back with a snap closure at waist. Ties at the back of waist. Puff shoulders. Made circa the 70s. I estimate this will fit around a tall 2T (you'll need to roll the sleeves) up to about a small 4T.
