It is possible this dress just has had the tags removed. It is well made. I am leaning towards handmade though. Love the crazy design on this. Material is stretchy and probably a polyester blend.
There are 7 pretty golden buttons up the front.

-Across chest underarm to underarm 18" (stretches an extra couple inches or so)
-Across waist 15"
-Length from top of shoulder 43"
-Length from top of shoulder to waist 16.5"
-Across hips 20"
