This is such a unique and wonderful dress! I have never seen anything quite like it. The pleated silk does remind me of Fortuny, but the dress style is much different.
The shape of the bodice leads me to date this piece to the early-mid 1900s, possibly around 1903-1906.
It is very unusual! The accordion-like pleating is exquisite and the details are really spectacular, from the oversized sleeves and cuffs, to the insertion lace around the neckline and waist that gives a kind of smocked effect.
The dress is tissue silk that has been pleated beautifully to give it structure but also hug the body's curves.
Hook and eye and hook and thread closures down the back of the bodice and side of skirt.
Someone (many years ago) has expanded the waistband by around eight inches, likely to be worn separately from the bodice.
This would make a wonderful study or display piece. I would love to see someone remake this dress. I know I would certainly wear it!

Condition
Note: I pinned the skirt onto the dress form when photographing because it is so much larger than the bodice, so although the skirt looks a little wonky around the waistband, it is not, that is just me doing a bad job of pinning it!
Good condition overall with some flaws to note:
* Some staining throughout, namely on the skirt and underarms
* A few small holes/tears in the silk
* Missing one hook on the back near the center
Likely best for study, display, or design inspiration. Possibly wearable with extra care, but I would not recommend it for anything other than a photo shoot. However, the size difference between the skirt and bodice would make this difficult.
