Very sweet any unusual piece, I believe it is a stamp holder, with a beautiful Great Dane guarding your stamps. I think the tow "Branches" are meant to hold the rolls of stamps and the small tray a place for either loose stamps or a moist sponge for adhering the stamps (back before they had self adhesive stamps). It cold also be a pipe holder, as suggested by a friend, but it does not look like those I have see. I could not find a match for this anywhere online.

What ever it is, it's a very cool piece and a lovely 30s style design with lovely details. In good condition with signs of wear and age mostnotbaly some white tarnish and a mix patina.
