90’s Paris Sport Club Crinkle Blue Floral Dress

This has all the styling of a 90’s dress but with shoulder pads, so I am thinking early 90’s. It is oversized with buttons up the front and ties in back. It has a drop waist with layers of crinkling and is finished with a flirty ruffle hem. The color is a dusty blue with light pink flowers. In excellent condition. Measurements are taken flat.
