This is a really cute sweater top from the 1990s. This sweater gives the appearance of a layered cropped cable sweater over a longer plain knit sweater. The results are so cute!

These were very popular in the 90s as they paired well with baggy jeans to accentuate the waist and even looked cute dressed up with a circle skirt! Lots of options.
