The label says "swee lo chinese dynasty ltd hk" and it's from anywhere between 1985 and 1999 when the company dissolved, but if you know your shoulder pads, you would know this is a definite 80's item.

What fun. A reason to go out an dance because those silk chiffon rhumba ruffles can really flutter. This is more than a dropped waist dress because it drops below the hips! And does it ever hug a body. Tight from shoulders to below hips and covered with sequins. Those are not your everyday sequins either. They are "hematite" color and "old gold" color. Fun costume inspiration too, however it wouldn't be a good 20s look because 20s dresses where not that tight.
Long tapered sleeves are puffy at shoulders, snap closed at wrists. All silk, fully lined too. No flaws here
