It is very full at skirt and has a built-in tulle like under skirting and can be made more full with a crinoline slip.

Can be worn just off shoulders or not.

May have some minor issues not seen with the fullness of fabric but I didn't notice anything that stood out. I do not clean items prior to sale due to rural location but would strongly suggest a pro cleaning prior to wearing.

All measurements are taken flat back from seam to seam or pit to pit for bust. The bust has some flex due to the cut, it can be smaller or you can fill it out to the brim if you like. The waist is also a bit flex to a smaller size due to the wide belt that can be cinched.
