Gorgeous fabric with a subtle shimmer

It appears to have been made by sewing literally thousands of little leather-like platelets onto a nylon (?) stretch backing

Many of the other vintage Janine creations I found say this kind of fabric was hand painted, though this doesn't say that anywhere on the garment, so I don't know....
