I don't see why it couldn't be a blouse, because it's button-up, but this really does look like a jacket that was meant to be buttoned to the neck. YOU, however will do your thing with it and there are plenty of "things" to do with it! It's lightweight poly/rayon challis (see photo 4 and label photo for best close ups to enlarge) with velvet collar, buttons and flaps on the faux pockets. Unlined! Shoulder pads are early 80s, as is the trademark on the label, which is now defunct.
So enjoy all the different ways to style this. Menswear option is shown as is one styling with plaid pants. The menswear trousers in the first photo are in the shop! No flaws
