This classic forest green dress from Bill Blass is a classic shift style with a jewel (or crew) neckline, long set-in sleeves, a back zipper, and the shoulders are not padded. It's difficult to see in the photos, but the dress has a dropped waist with a deep-V detail on the front. The fabric is a wool or wool blend jersey knit (no fabric label is present). Based on the union label, it can be definitively dated to between 1985 and 1995. Labeled US size 12. Please refer to the measurements for the best guidance regarding actual size.
