It is a Pretty Pale Blue and White with Flowers in Pink with Green and Blue Leaves. They are trimmed with Gold Beads and Gold Braid. It does have shoulder pads. If you do not want the pads, they can be easily be clipped out.

Band at Hem - 38" stretched out

It is sized a medium from the 80's which was a fuller fit. It will fit a small loosely in the arm area, perhaps a medium if you are good with the band at the hem measurement.
