70's Blue Short Cap Sleeve Empire Waist Maxi Dress. Simply stunning. No size or fabric tag, but feels like a thin polyester. Long back zipper w top hook for closure. Some dirt at bottom hem (see pic), but barely noticeable and probably removable.
