I grab these when I can and they are getting harder to find.

I don't find these wider brimmed ones often in past 20 yrs and LOVE LOVE LOVE this one and the baby blue suede.

I do not own a hat sizer they are so expensive but I do my best with a round tape.

But soft hats are harder to get exact. It did fit comfortably on my manequin with her thick wig and I show her crown is apx 21. 25" I also show the outer crown which is easier to measure than inner since its easier for me to manipulate the tape.

So these are approximate measurements because I just cannot be exact but usually within a small amount on my hats max a half inch but that is rare. So I would think that 21 inch crown would be fine and a quarter inch in either direction would also fit be it possibly a tad to taunt or big. Leather will also stretch and you can take to a milliner and have them stretch for you if you need.
