Home made, condition shown- really great dress but maybe put together a little shoddy- they spent so much time on the scalloped hem and bodice the straps and zipper didn’t get a real finished detail- but that’s OK, you won’t notice when it’s on just maybe when it’s piled up on the floor. The straps are left like that so you can adjust them- so that’s an option to reset the straps to work with your height. That’s an old old trick when every item of clothes you got was guaranteed to have a second owner so probably it was a grannie in the 50s that made this!
