I normally don't buy dresses without labels, but this smack of vintage, due to the finer points of tailoring, so I don't think it is home made. For example, the hook and eye at the waist to make sure the zipper cover lies flat, the underarm gusset, the cord belt loops and the muslin hanger straps. See close ups. The waist measures 28, and the chart I just pulled up says 28 is a small...really? OK. Go by measurements, to make sure. the torso seems long to me, so maybe for a taller person. I will include extra measurements. The fabric could be an acetate. Not soft like rayon. Almost a taffeta feel, but not that stiff. Unusual to find this neckline. No stains, snags or tears. very good condition. There is an inch to let down, if you need it. I see the hem has come lose in a small area, so I will fix that now. Otherwise, it looks brand new! Nice for a wedding or easter / springtime affair. I don't have a blet for it, and you could always snip off the loops, if you prefer it without a belt. There is a kick pleat in the center back. Go by measurements:

Bust: 36"
waist: 28"
hips: 40"
skirt length: 27" with an extra inch
torso length: 17"
