The qipao (for Mandarin speakers)/cheongsam (for Cantonese speakers), is a dress that came into popularity in the 1920s in China. Adapted from mens military shirts, this dress symbolized a new modern women and was often paired with "Western" shoes and accessories. This dress was made in Hong Kong, likely for the tourist market.
